Directorate of Sports and Youth Affairs
The Department of Sports and
Youth Affairs was upgraded and notified as a full fledged Directorate from the
Sports cell of the Office of the Director of Public Instruction, Meghalaya.
Subsequently, in pursuance of Govt. policy a separate Deptt. was also created
at the level of Govt. in the year 1985.
1) The basic objective of the Deptt. of Sports and
Youth Affairs is to facilitate the development of sports and games, development
of youth activities alongside the creation of necessary infrastructure required
for proper grooming, nurturing and channelising the youth potentials for full
realization of individual potentials and thereby contributing to human resource
development of the State and becoming an assets to the society.
2) Organisational
set up :
Besides
the Deptt. at the Govt. level with Commissioner and Secretary to the Govt. of
Meghalaya, Secretary, Officer On Special Duty & Under Secretary manning the
important posts, the Directorate of Sports and Youth Affairs is headed by the
Director, who is from the Civil Service cadre and is supported by the Deputy
Director, Assistant Director and Special Officer. The Office is supposed by the
Superintendent, 3(three) U.D.As., 5(five) L.D.As., 1(one) Steno, 6(six)
Grade-IV staffs and some casual staffs. The field level activities are looked
after by the Senior Coaches and Junior Coaches.
In
order to cater to the grassroot level sports and games and youth activities
requirements, the Directorate has established District Offices manned by the
District Sports Officers and Physical Training Instructors and some Coaches to
organize sports tournaments, Coaching Camps, and youth activities. These
Offices are also supported by 1(one) U.D.A., 2(two) L.D.As and some Grade-IV
staffs. Under the Deptt. of Sports and
Youth Affairs, State Sports Council, an autonomous body is also created manned
by the Chief Engineer, Project Engineer, Assistant Engineer and some Junior
Engineers to look after the infrastructural requirements like Indoor Sports
Hall, Stadiums, playfields and courts etc. State Sports Council Meghalaya has a
branch Office in Tura manned by the Assistant Engineer.
3) Role
and Functions :
The
Directorate of Sports and Youth Affairs takes care of the promotion of sports
and games and youth welfare programmes. It also monitors the functioning of the
District Sports Offices, State Olympic Association, State Level Sports
Associations, District and Sub-Divisional Sports Associations and much more
clubs and schools undertaking sports activities in the State. The Deptt. also
coordinates with the Sports Authority of India, North East Council, DONER; and
the Ministry of Sports & Youth Affiars, Govt. of India. Plans and
programmes for sports and youth development are chalked out and Govt. approval
obtained before it is executed. Financial assistance as grant-in-aid is
extended to State Level Associations/ District Level Association/Clubs and
Schools to carry out sports and youth activities. Coaching programmes are also
organized by the Directorate and
sometime in collaboration with the State Associations before the teams are sent
for participation at the Regional and National Level Tournaments. Organisation
of Inter School
tournaments to unearth talents at the School Level is a regular feature of the
Directorate.
The
Directorate also takes up the Govt. of India schemes like All India Rural
Sports Tournaments, Sports Festival for Women, Promotion of Sports programme in
the Schools, North East Sports Festival, School Games which requires a lot of
funding from the State, specially for Block Level and State Level Competition
and participation at the All India Tournament.
The
Directorate also organizes Youth Welfare Programmes like Youth Festival for
empowerment and capacity building of youth for realization of potentials of
individuals,, Quiz Competition to increase knowledge and awareness, extempore
competition, Debate and group discussion from major youth activity programmes.
During Youth Camp, singing, dancing, intermingling with the different youths,
music, culture and talent exposition to showcase different abilities is
considered a priority. Initiation into vocational training and entrepreneurship
skills are also imparted during such Camps.
Youth
and risk taking and Adventure are considered synonymous and hence individuals
and organizations taking up Adventure Programme like mountaineering, caving
exploration, trekking, hiking etc. are supported financially to organize
competition as well as to take part in the Regional and National Championships.
4) Major Projects and Schemes :
The
schemes under the Directorate of Sports are (i) expansion of Physical Education
(ii) Training of Coaches (iii) Youth Camps, National Youth Award and other
services, Mass Rallies, assistance to Voluntary Organisations and Youth Welfare
Affairs, National Integration Programme/Youth Leadership Training/ Youth
Festival, assistance to State/District/Sub-Divisional Sports Associations (iv)
assistance for holding tournaments, assistance for construction of Outdoor and
Indoor Stadiums (SSCM) (v) assistance to State Sports Council Meghalaya (vi)
assistance for improvement of playfields including school grounds, (vii)
development of sports and games, (viii)
Rural Sports, (viii) Adventure Programme, (ix) Tournaments/Championship to be
organized/sponsored by the Directorate and its Subordinate Offices (x) for
running and maintenance of Indoor Sports Hall, Stadium etc. (xi) Sports Talent
Search Scholarships, (xii) procurement of sports materials to various Sports Clubs/Organisations (xiii)
Running and maintenance of Indoor Sports Hall, Stadium etc. (xiv) Chief
Minister’s Youth Development Schemes and (xv) Intensive Sports & Youth
Development Programmes.
In
the year 2006-07, out of the State budget of Rs.1172.38 lakhs, Rs.478.41 lakhs
has been spent on infrastructure development by State Sports Council Meghalaya.
Rs.177.50 lakhs was spent on Incentive Sports and Youth Development Programme
(MLA Schemes), and Chief Minister’s Youth Development Scheme implemented
through the Deputy Commissioners. The Directorate of Sports and Youth Affairs
is left with an amount of Rs.516.47 lakhs which includes salaries and
maintenance of Offices including the 7(seven) District Sports Offices.
Some
support from North Eastern Council is also received in 2007-08. A tentative
plan allocation of Rs.300.00 lakhs has been allocated for :-
i) Development of Sports and Promotion of Sports and Youth - Rs.100.00 lakhs
Activities
ii) Construction of 100 Playgrounds - Rs. 50.00 lakhs
iii) Construction of Mini Stadium - Rs.120.00 lakhs
iv) Construction of Playfields -
Rs. 30.00 lakhs
Under
this programme, Meghalaya Games 2007 in 17 sports disciplines is proposed to be
held. Youth Leadership Training, Entrepreneurship Workshop and State Wide
Debate programmes will also be taken up.
The
following schemes which has been approved by DONER is awaiting sanction :
i) Construction of Outdoor Stadium at Tura -
Rs.13.37 crores
ii) Construction of Outdoor Stadium at Williamnagar - Rs. 8.54 crores
The
Sports Policy of the State is being recast to review the effectiveness of the
existing plans and programmes and to pluck the gaping lacunae in the new Draft
Policy, creation of District Sports Complexes and State Level Training Complex
will be given a priority. Identification of talent from the young age,
nutrition and dietary requirements, identification of priority disciplines,
opening of Sports Academy and Special Sports Schools, support for various State/Districts/Sub-Divisional
Associations and Clubs will be invigorated. Physical Education is proposed to
be included as a regular curriculum to make every student .
Adequate
incentive for persons who excel in sports in the form of Awards and Scholarship
is also proposed. Incentive for sports trainers is also being proposed.
Recognizing the exemplary work done by youngmen and to reward them suitably is
also on the anvil. Youth Development Programmes like Youth Festival, Leadership
Training, National Integration Camp, Debates, Extempore, the De-addiction Camps
and Adventure Programmes will feature prominently in the new State Sports
Policy.
5) Publications
:-
The
Directorate of Sports periodically publishes a journal called the Sports Flash
wherein important achievements by various Sports Organisations, the
Directorate, the District Offices and individual achievements at the Regional,
National Competitions are highlighted. Important plans and programmes of the
Deptt. of Sports as well as any achievements by the youths is also highlighted
in the journal.
